Here we are: next Monday, May 16, the incentives for the purchase of low-polluting cars and motorbikes will start again. Strongly desired by Minister Giancarlo Giorgetti, the decree will in fact be published on Monday in the Official Gazette and – according to sources from the Ministry of Economic Development – will be immediately operational with regard to sales contracts. The platform on which retailers will have to enter the data will instead be operational from 25 May. But in the meantime you can go to the dealership to choose the new car which, depending on the emissions and the possible simultaneous scrapping of another vehicle, will be able to enjoy a discount of between two thousand and five thousand euros. Overall, the provision pays out 650 million euros for each of the years 2022, 2023 and 2024, for a total therefore close to two billion euros in three years.
«The times were longer than expected, but we got there. We hope that the auto incentives will help to restart the troubled market »comments the Deputy Minister for Economic Development, Gilberto Pichetto. According to the Promotor study center, the incentives should restart the market which is suffering greatly, with an increase of around two hundred thousand cars registered every year.

The incentives are subject to availability and, as mentioned, change based on the emissions of the vehicle, which must be new and of a class of no less than Euro 6. For those with emissions from 0 to 20 grams of carbon dioxide per kilometer (i.e. cars 100% electric), with an official list price not exceeding 35,000 euros excluding VAT (42,700 euros with VAT), the discount is 3,000 euros (without scrapping) or 5,000 euros with the simultaneous scrapping of a car up to 5 euros owned for at least 12 months. For this type of car, the government has put 220 million euros on the plate this year. The choice is quite wide, given that all car manufacturers now produce full electric vehicles. They range from the versions of the electric 500 up to the Citroen, Smart, Renault, Opel and even BMW.
For new cars with emissions between 21 and 60 g / km (usually hybrids) the discount will be 2,000 euros without scrapping, double (4,000 euros) with scrapping. In this class, cars with a list price without VAT of up to 45,000 euros are admitted to the incentives, which with VAT is close to 55,000 euros. For these cars, 225 million euros are available this year. The spending ceiling drops again to 35,000 for cars in the 61-135 gr / km emission range: in these cases the discount will be 2,000 euros. And the funds available this year are 170 million euros
NOT ONLY CARS
There are also incentives for the purchase of mopeds and motorcycles: if electric or hybrid, you can take advantage of a 30% discount on the purchase price, up to a maximum of 3,000 euros without scrapping; or 40% of the price up to 4,000 thousand euros if a motorbike owned for at least 12 months by the buyer or a family member living with it is scrapped from 0 to 3 euros.
In the case of thermal engines, the incentive will be equal to 40% of the price, against a 5% discount from the seller, with a maximum price of 2,500 euros. Substantial contributions (from 4,000 to 14,000 euros) for the purchase of commercial vehicles. However, as long as, in addition to being new, they are 100% electric. To take advantage of the incentives, a vehicle approved in a class below Euro 4 must be scrapped.
